Dr. Ayoka Nurse

Meet Dr. Ayoka Nurse, a true Bay Area native from Richmond, California. With a remarkable career spanning over 25 years, she has made a significant impact as a Policy Subject Matter Expert and the proud owner of Global Research Strategies, Urban Soyal, and Young Busby Farms. Dr. Nurse’s journey started in journalism, where she initially took on the role of an entertainment reporter at Pacific News Service. Her love for media eventually led her to co-found Youth Radio and become Assistant Hip-Hop Editor at Gavin’s prestigious music trade magazine.

Throughout her journey, Dr. Nurse has received recognition and multiple awards for her outstanding print and radio journalism contributions. A central theme emerged in her work, highlighting the intricate connections between public policy and popular culture and their profound impact on our society. This realization sparked a transformative shift in her focus, propelling her to dive deep into the mechanics of policy creation, its implementation, and its far-reaching consequences for her community.

Equipped with a wealth of education, Dr. Nurse holds a Doctorate in Public Policy, a Master’s in Public Management, and a Baccalaureate in Political Science. With her diverse expertise and unwavering dedication to understanding and reshaping the intersections of cannabis policy, culture, and society, Dr. Nurse continues to make a lasting impression in her field on local, state, federal, and global levels. Dr. Nurse’s published 4-year study, Racial Capitalism Racial Capitalism and the African American Experience Entering the Cannabis Industry, serves as a guide to effective cannabis social equity and warns of policies that are promoted as beneficial but are, in fact, detrimental to marginalized communities.

Khalil Ferguson

Owner

A “Top 25 Black Change Maker” by the Sacramento Bee’s Equity Lab, and a 2021 Rockwood Leadership Building Power Fellow, Khalil brings a racial equity lens to his leadership as well as a passion to implement racial equity in his organizations, network, and community. Formerly a City of Sacramento Measure U Tax Oversight Committee member, Khalil has assisted small for-profit and non-profit businesses with their business plans, overall structure, financial plans, and identifying funding opportunities. Khalil’s focus on strategies for combating gentrification and supporting inclusive economic development programs has resulted in appointments to the City Manager’s Inclusive Economic Development and Investment Committee.

Currently, Khalil is the President of the United CORE Alliance (UCA), a non-profit organization in Sacramento, CA that restores the rights of formerly incarcerated individuals through the records expungement process through a partnership with the Governor’s Office of Business and Economic Development and the City of Sacramento.

Under Khalil’s leadership, the UCA has been instrumental in helping the city of Sacramento in forming its cannabis equity policies. Recently, the city added 10 additional permits specifically for drug war impacted communities. Additionally, Khalil was integral to the establishment of the California Cannabis Equity Grants Program which provided $30 million in grant funding to jurisdictions throughout the State of California. Through the CEPC, Khalil secured $60 million in tax relief dollars for Social Equity Entrepreneurs in the Governor’s 2023 Adopted Budget. He also has served as the Secretary for the Democratic Party Black Caucus Legislative Committee where their bill package contained 20 bills covering the areas of Education Reform and Financing, Public Safety, Drug Policy, Housing Development, Environmental Justice, and Legal Reform.

Khalil is also President of the Black Alumni Chapter at Sacramento State and a student at McGeorge School of Law where he serves as the President of the Black Law Student’s Association and the Secretary of the Business Law Association.
